Established in 2002, Cargill Contracting Ltd is a family-owned business based in Blueskin Bay, with a reputation built on trust, expertise, and long-standing local relationships. We’ve grown from a small earthmoving and water delivery service into Dunedin’s leading Tier 2 infrastructure specialist. With a reputation built on reliability, and extensive industry expertise, we are the subcontractor of choice for McConnell Dowell, Fulton Hogan, Isaac Construction, and key public clients including the Dunedin City Council and Otago Regional Council.
Our team brings decades of combined experience across civil, drainage, and design-build projects. From deep stormwater installations to intricate streetscaping and water treatment upgrades, we consistently deliver multimillion-dollar infrastructure works to the highest standard, with zero LTIs and no NCRs across recent years of operation.
We’ve played a central role in landmark projects such as the George Street Retail Quarter Upgrade and the Waikouaiti Water Treatment Plant, which was awarded the Otago CCNZ Category C Project of the Year.
From our yard in Blueskin Bay/Evansdale, we operate a modern fleet of trucks, excavators, bulldozers, and graders, equipped to execute high-performance work across earthmoving, drainage and water reticulation, roading, kerb & channel and traffic management. Our fleet includes 25-tonne and 15-tonne excavators, both fitted with the latest Trimble 3D GPS systems, enabling precision excavation and grading on even the most demanding sites. This investment in cutting-edge technology ensures our work is not only accurate and efficient but also aligned with the highest standards of modern civil construction.
We are increasingly involved in river maintenance and environmental works, including culvert upgrades and replacements designed to improve waterway resilience and support native fish passage. Our approach balances practical outcomes with long-term sustainability, recognising the importance of healthy catchments and functioning ecosystems.

Cargill Contracting Ltd is powered by a close-knit team of nearly 40 experienced, skilled, and community-minded individuals.
Our experienced team, many of whom have been with us since the beginning, form the core of the Cargill whānau. Their deep knowledge, practical skill, and shared values ensure that every project is delivered with care, precision, and pride. We value our people, and in turn, they take pride in looking after our clients and communities.
From site supervisors and machine operators to engineers-in-training, drainlayers, and traffic management professionals, our team is capable of delivering complex civil projects entirely in-house. We hold a full suite of industry certifications, including SiteWise Gold and Prequal Level 3, and we continuously invest in training and upskilling.
Led by Managing Director George Terry and Operations Manager Mark Cowien, our team is known for its ability to manage multidisciplinary teams, coordinate with mechanical and electrical specialists, and deliver safely and ahead of schedule.
Whether it’s clearing a slip, restoring a waterway, or preparing a site from the ground up, we bring local knowledge and a practical, get-it-done attitude to every job.

George Terry
Managing Director
Cargill Contracting Ltd was established by George in 2002 as a one-man earth moving and water delivery business.
George has lived in the Blueskin Bay area all his life and has built a great reputation over the years. He has strong relationships with many business customers and suppliers as well as members of the local community.
In turn George and Cargill Contracting Ltd have been big supporters of the local community and continue to value their local East Otago roots.

Mark Cowien
Operations Manager
Mark joined Cargill Contracting Ltd in 2017 and brings over 15 years of experience in project and site management across civil construction, structural engineering, and steel fabrication. As Operations and Project Manager, Mark leads the planning and delivery of major infrastructure and environmental works across Otago, Southland, and up to the Waimakariri District.
Mark originally trained as an engineer and holds multiple qualifications, including a National Certificate in Extractive Industries (Level 5), B Grade Mining Licence, and a National Trades Certificate in Engineering. His practical background anmd sharp project oversight skills, makes him a strong leader on and off site.
Mark’s known for his calm, collaborative approach and attention to detail, ensuring every job is completed safely, on time, and to spec. He works closely with councils, landowners, and subcontractors to deliver results that respect the land and the community.
In addition to his role at Cargill Contracting Ltd, Mark is an active contributor to both community and industry bodies. He has served on the committee for the Blueskin Bay A&P Society since 2017 and is also a current member of the Executive Committee for Civil Contractors, contributing his industry expertise to advance best practice and collaboration across the sector.

Liam Campbell
Contract & Relationship Manager
Originally from Scotland, Liam studied Energy and Environmental Engineering at Napier University. His interest in sustainability has continued to influence his work and played a key role in Cargill Contracting’s recent climate initiatives, including the company’s 2024 carbon measurement initiative in collaboration with Opportune.
Since joining Cargill Contracting in 2022, Liam has played a key role in the successful delivery of complex civil projects across the Dunedin City Council maintenance contract. His scope includes stabilisation works, pavement repairs, kerb and channel installations, drainage upgrades, winter maintenance, and traffic management.
Liam leads the programming of works, coordinates crews and subcontractors, ensures materials and plant are delivered on time, and makes certain that site teams have the safety documentation, permits, and technical information they need to work efficiently and safely.
Liam is a qualified Site Traffic Management Supervisor (STMS), known for his calm, practical approach, especially on more complex or environmentally sensitive jobs such as culvert replacements, river resilience work, or slip repairs.
Whether he’s dealing with a tight programme or a challenging site, Liam is someone crews trust to keep things running smoothly. He’s respected by clients, consultants, and team members alike for his straightforward communication and problem-solving mindset.

Devon Pape
Civil & Drainage Supervisor/Project Manager
As our Civil & Drainage Project Manager, Devon Pape brings over a decade of hands-on experience in civil infrastructure, quarrying and drainage operations. With a career that has progressed from operator to foreman, supervisor, and now project manager, Devon combines strong technical expertise with proven leadership across complex, multidisciplinary projects.
Devon spent two years as a key figure in the George Street Retail Quarter Upgrade, employed by Isaac Construction (the lead contractor) to manage not only Cargill crews but also teams from Isaac and multiple subcontractors.
Devon has extensive experience working on design-build projects, with both AECOM and Beca personally requesting his input on the constructability of their designs. His successful delivery of multimillion-dollar design-build projects speaks to his expertise in managing high-risk construction environments. Devon’s skills in environmental, cultural, and technical risk management have played a vital role in ensuring that complex designs are not only constructable but also delivered ahead of schedule and under budget.
Devon is over 60% through his Civil Engineering Diploma and holds a B grade and A Grade Quarry Manager’s qualification. His projects consistently meet the highest standards of health and safety, with zero LTIs over the past four years and no NCRs across multimillion-dollar project deliveries.
His reputation for excellence means he is frequently requested by name for high-stakes work. Most recently this saw Devon serve as. McConnell Dowell’s Site Supervisor on the Waikouaiti Water Treatment Plant Upgrade, the first separable portion of which was awarded the Otago CCNZ Category C Project of the Year.
Health & Safety.
At Cargill Contracting Ltd, health and safety is a core value that underpins everything we do. We are SiteWise Gold accredited and hold Level 3 Prequal certification, demonstrating our consistent commitment to industry-leading safety practices.
Our approach is proactive and fully embedded into daily operations. We develop detailed Site-Specific Safety Plans (SSSPs) for every project and conduct daily hazard assessments, toolbox talks, and regular site audits. Our dedicated HSEQ and Sustainability Lead, Devon Pape, ensures robust planning, monitoring and continuous improvement across all sites.
We deliver all traffic management services in-house, including the design and implementation of Temporary Traffic Management Plans (TMPs). With three fully equipped sign trucks and a dedicated team of certified STMS (Site Traffic Management Supervisors), we safely manage live traffic environments without relying on external subcontractors. This not only ensures full control and rapid response on site, but also maintains safety for our crew, clients, and the public.
Our traffic management strategy incorporates modern technology such as remote-controlled ARROWES eSTOP™ systems where appropriate, reducing exposure risks and improving safety on narrow or high-risk roads. Combined with strong planning and site supervision, this enables us to maintain open roads wherever possible while protecting all personnel on site.
We believe safety starts at the top and is everyone’s responsibility. That’s why our crew are trained not just in their trade, but in recognising and managing site risks, meaning that every job is completed safely and to the highest standard.
